You just have not given he player base enough resources to expand to this yet. If you had a 10th capital ship that could counter Executor. Then you had 3 more Resistance, 2 more First Order, 2 more Separtists, 2 more Bounty Hunters, and then we could use misc ships for the other 2 fleets then we can add a 3rd to GAC.

Functionally there are only 7. Tarkin-Thrawn and Mace-GK cannibalize each other. So that means you only have one left over. Better get all one turn wins.
