Addressing the Jedi Vanguard problem

There is a big problem with this Jedi Vanguard tag. Both from Lore and function perspective. CG allowed Ayla, I a-gun Di and Plo Koon to be Vanguards, but both of them were killed outside the Jedi Temple. Qui-gon was already dead. Barris was under arrest. Then Why keep GMY, the regular Mace Windu and KAM from getting the tag. Keeping the Qui-gon team isn't an excuse. And the best DTC faction ability for the Jedi Vanguard only works for a full team of Vanguards, keeping it from being useful with the Qui-gon team, so only those who spent money to get the new Mace Windu get to use the Jedi Vanguard DTC and the free to play side just use the bad ones?
