You annihilate Vador or Sid's DOT, Poe's Expose, healing's blocking debuff, Obi-wan ming trick (I guess), Dooku and Daka's stuns, ... So the opponent waste them or lose one turn. I didn't know the AI doesn't use it at fisrt turn.

It can be played around. It's the single best move he has, and almost all other toons use their best special first round.
Like the guy above said, it's obvious the devs wanted to try to get him to steal and hand out buffs, but honestly even on offense, that rarely happens.
