Looking thru the mechanics on swgoh.gg (yes I know there are things that happen that are not there) it looks like at level 8 it will do damage of 10% of her max health only 10 times (10 Debuffs).
I know the damage is not supposed to be able to kill her however it does not look like this damage ignores protection

There is the possibility of putting more than 10 debuffs on her using Jyn lead and cassian crippling shot.

Since the damage does not ignore protection:
un-modded she starts out with protection of 19839 and 18444
So if it is only 10% max 10 times at full health and protection her unique won't even touch her health, let alone get close to killing her if she has 10+ debuffs.

The damage is not supposed to ignore protection. For the second question, those debuffs are dispelled each turn (not just her own), so i highly doubt its possible (at least right now) that you can stack 10 debuffs (excluding DoTs) on her in a single turn.

Or will the exposes be applied and then Ahsoka cleanse the debuffs and extra exposes?

Will look into the mechanics of getting more than 10 debuffs in one turn. Again I believe this will be very hard to setup, considering at the end of EVERY turn, she will cleanse all debuffs from herself.

The trick is involving the EMP Grenade from Cassian spreading out debuffs among everyone, not just Fulcrum Ahsoka. Cassian can gain 100% turn meter if everyone on the other team gets debuffed, and then he can follow up with a Crippling Shot on Ahsoka. This will condense all of the buffs onto her, and also apply a decent number of Exposes at the same time with a Jyn lead.

EMP dishes out at least 5 debuffs, and can also Expose if there's an Empire target on the team. Crippling Shot will then place those 5 or 6 debuffs on Ahsoka, and with a Jyn lead can do on average 3 exposes as well, thus causing her Perseverance to wipe out a good chunk of her protection and/or health.
