We can all guess at the motivations of these characters but it's the show writer's responsibility to tell a complete story. It's literally the textbook definition of what drives a character's actions in a story (a well-written one anyway). A person stealing a piece of bread is not a compelling or complete story. Why did they steal it? Are they hungry? Do they have a child to feed? Why can't they just pay for it? Those are the motivations of a character and they help tell a complete story and so far this show has no motivation beyond the bad guys want to find Thrawn. How does that benefit Elsbeth? What does Balen gain? Why does Ahsoka care to stop Thrawn? So far these characters are all acting simply because they're made to with no motivation or reason at all.
Ill leave it alone after this post and move on.
Baylan explained why he wanted Thrawn back, Elsbeth has yet to tell her intentions. Maybe she doesn't want Thrawn back but thinks there are Nightsisters there?
