Don't get me wrong. The crit avoidance is nice, but it's still less beneficial than the crit immunity GK and Shore give out with no zetas. The heal isn't as big as Barriss's zeta heal and doesn't proc nearly as often either.
If it gave protection back, it would be a decent zeta ability. Not Op, just enough to actually make Holdo regularly survive 1-3 hits longer than if she didn't have it, as opposed to how it now makes her survive less than 1 turn longer on average.
