Oveall a nice ability. It does look like a slightly weaker version of Padmé's basic thou. But otherwise fine.

I'm gonna say... no. Just no. It deal 80% Health damage to all enemies in a full 501st squad. On top of this, it's cooldown is ridiculously short. Not on its own but I think you are forgetting Rex's Zeta!!! Also, Rex already has Areal Advantage so I don't think the 501st need another OP health based attack.
Special 2: Advanced Recon Specialist: Grant all 501st Clone Trooper allies critical damage up for two turns, and heal Jesse by 5%. (Cooldown of 3.)
Nice. finally the critical damage up for echo's basic. Just a few questions... Jesse heals by 5%... of what? Does he heal Health, protection or both? and isn't 5% a bit low?

Yeah. this ability is confusing. It seems to mix a few things together. You either gain 10% offence or you ally offence up (which is always 50% and has a duration). It's also unclear whether you mean bonus Max Protection or protection up (and again, if it's protection up buff, how long does it last?).
Overall a nice idea.
