Arena battle refresh

Okay I'm sure most of you have experienced this and it seems like it could be fixed very easily. I was at #14 in arena, and the far right battle was against #9. I refreshed to see if there was an easier option at #10. I found #10 to look more difficult so I decided to battle #9. After at least 5 minutes of refreshing and not seeing any battles except #10 and #11, someone beat me and moved me back to #18. I have this problem literally every day and it is so infuriating, why would it work like this? It makes no sense at all.
