I personally contacted the EA/CG support AND the google support to ask how we could get play points rewards same like as the US players. Both said the same: the other part has to do that!
So EA said: google has to release that!
Google said: EA has to contact us to release that.

search google play points. there are other posts about it. The countries where its not available is on Google, not EA.
