Yes. If it's good enough and p2p players put it to use, the meta shifts for you. It doesn't require EVERYONE using it to cause a meta shift.
That is, if he's actually good. If his attack can just be evaded, he's not really a cure all to evasion by any means.
Fives attack gets evaded and applies speed down sometimes. So I can see this happening the same way. I am just salty that his unique is very close to what I said MagnaGuards should be on a buff thread. And it is anti evasion something ive been very vocal about implementing into a character.
