Nope. Journey guide characters of all varieties aren’t included in those packs. This player cheated. There’s no question. I didn’t even check their PvP record which is seemingly even more heinous. You can check it for yourself if you wish.

This kind of behaviour is all the worse because it draws time away from things the support team should be doing. Wasting their time checking on cheating that is soooo blatant should merit extra punishment IMO.
