Just to point out, that in Dragon Age when they did such nerfs and players got refunded. A Dev let slip that they were unable to alter people's accounts, they couldn't roll accounts back or remove items from an account, just like they couldn't retrieve lost accounts. It was all bundled together under the simple fact that they lacked any sort of ability to control accounts, they also were unable to track who requested a refund as the mediators, aka apple and Google, leave out personal information. All they would see was $$$ going into Google accounts, then from Google end they'd place the money into the appropriate accounts.
So on a "bill/statement" for capital games, all it would list is Google services, they didn't get to see where the money went after.
Can't say if this has changed or not, it was last year, but they were unable to change it the whole time Dragon Age was live, and still so. Considering they are carrying out the same practices, the limitation may be the same.
