In theory Sid will still suffer some debuffs but they won't last as long. He may get a little healing as well but under the current raid mechanic he's never seriously in danger until the tanks die. No one else will get a turn so the passive will only work on sid while he's got ultimate power.
I don't see how you previous suggestion will affect the p3 chirpa/ep thing. Boss is going to get 15 turns in and he is going to go berserk and kill everyone.
the bezerk limit is good but since the boss debuffs often barris will be healing often, probably more often than she should. It's hard to say without the character being playable but I suspect the second proposal is more balanced.
