Stagger is fundamentally worse than stun.
Stagger acts as expose and removes all TM.
Think of stun as lose 100 percent TM once a toon reaches 100 percent TM. It's perfectly timed.
It's perfectly timed AND stunned characters can't dodge or assist. Stun>Stagger.
