Best Ship group for Ackbar Capital Ship

I know he gets (up to) 35% protection recovered on a target lock, but the team I was referencing has no form of target lock other than Biggs' basic (which only triggers on a crit), so it doesn't seem like a very effective or efficient sustainable option.
