Best way to mod Shoretrooper

Feel like the tournaments are a waste unless you are a whale or willing to spend a ton on ally points to get into top 10 to get these chars. They are Now switching the char. Now the shore trooper is basically unobtainable unless you are willing to spend money on the packs. Which I will not do. Tournaments are just a waste and are for whales. I guess I will just pass on them now :(
