Obviously droids can, as I mentioned. Success is just very RNG dependent. I never just sat on my droids. I farmed Wedge, and Biggs to get Palpatine (currently at 5*), and been working on other teams for raids and GW. Don't forget that there are numerous game modes to prepare for. Interesting how to get one of the main characters to counter Wedge, and Biggs requires a rebel squad. It also took me quite a while to catch up on ships since when they were released the only character I had was Jedi Consular that had a ship, and Wedge, and Biggs both have solid ships. See the theme here? The point is that many combinations should have utility, and I am thankful that things are shifting, but it has been taking a while. The lack of diversity in shards (except for really old ones) highlights this point. I wouldn't consider my shard new, and when I see the combo often 100% of the teams with refreshes in my arena shard...
