Why doesn't it taunt everytime a teammate inflicts target lock?

Yes - I think that this is main drawback of ships - so many things depends on single ability - target lock(luck). You can win or lose a battle because of single resist, dodge...
That's why Umbaran/TIE Advanced/Bistan's is a MUST for any Fleet. You need at least one of the guaranteed target locks.
I've also had it happen multiple times that Sun Fac failed to gain taunt even though the enemy ship was buffed, so whatever it is that's causing Biggs to glitch out, it's not limited to him.
