Bluestacks Andriod Emulator is it Allowed?
I started playing SWGOH using Bluestack, andriod emulator for PC. Is this safe? I really don't want to use my phone since it eat up battery pretty fast.

I am taking about for this game. The app player doesn't give an advantage in SWGOH over using a phone or tablet.- I'd recommend you use nox instead of bluestacks. It's a bit smoother. Bluestacks was one of the first emulators and that's why most people use it, but there are many other options. You can even install an android OS on virtualbox for example.
Also, why would you think that using an android emulator would be forbidden? - Koplayer>Memu>andy>bluestacks. Memu would be the best if it didn't crash so much. The third time I got burned with a crash during an arena fight I moved on.
