Is there a reason why the game often selects STEALTHED units for your contracts when there are perfectly visible units?

Well, if you read the kit of the Bounty Hunter you are using as your lead, you may find your answer, because it depends on
For example, Bossk relies on hitting the weakest enemy, if the weakest enemy happen to be on stealth, well... there is your answer
