Can a dev please confirm that a speed primary mod CAN NOT roll a speed secondary? IE: 30 speed primary stat with a 12 speed secondary

As other said yes natural speed but you also have to subtract any speed gained from gear at the current uncompleted gear level also
Example:
G11 Ahoska has 105 speed. 6 is from a MK6 TD at G11 so for her it would be
105+(99*0.01)+mod_integer_values
