Why would you expect it to be 7* P1? It is normally abilities more than stats that "shake" things up.
It was same thing for a long long time with character units (before g13 and relics) rarity meant nothing.
Well that was along time ago now… and simply it makes more sense to lock utility behind 7 star to sell the shards and not disturb the current meta so dramatically.
That is my point, ships it has never been locked behind that, why people suddenly expect it to be.
This is also last "meta", personally I could care less that it beats current meta let alone last meta.
Executor ultimate was locked behind that, which is why many used crystals to immediately 7 star. True non capital ships unlock all abilities without 7 star but are usually much weaker until invested in. There are very few units in game which have low gear viability this potent.
Also perhaps the meta is too complex for you to grasp with such tunnel vision of end game. All 3 meta fleets were balanced in a way. With a game that ranges from day one players to players of under a year Levi is meta for anyone over 4M and can get the conquest characters and high relics. So approx 2-3+ years play. That means Exec and profundity remains more important to the meta for early players under 3 years of game play. Profundity therefore was not last meta it was part of the current meta, even if that’s part you don’t care about.
