Can't buy Episode Pass with Google Play Credit

I can't figure out why it isn't working.  Restarted everything, including phone.  The money is in the account.  I don't get it.  CG, I'd like to give you $, but it's not working.... it says, "billing failed, please use another method."  I appropriated that money in the Google Play account specifically for this Episode Pass.  So no, I want this method to work.
