I feel "Possible Rewards" is enough of a caveat, but I think we are just going to go round in circles here. You asked for examples that show the rewards display the maximum possible, which have been provided. I didn't get the rewards as displayed (1 of each mod piece against a maximum of 3, 4 of one gear piece vs a maximum of 6). Daily Challenges (STR, TAC etc) also only display the maximum rewards on the tab.
I think what you are suggesting is Signal Data should have it's drops listed as "0-2", which is a fine suggestion until we circle back to character shards. They'd need listed as "0 or 1"/"0 or 2". I personally think Dev time would be better spent on Bug Fixes and QoL features rather than this, but all feedback is noted by the studio.
