Capital Ship Speed - Who goes first?

Both my Tarkin, and my opponent's Tarkin, have the max speed possible (171, I checked). I've only done 6 battles (though I feel like that's a big enough sample size), but so far, in all 6 fights, his ...

If multiple ships all have 100% TM, then the turn order is decided randomly. First turn your ship could go first, and next turn the opponent's ship could go first. Or the same ship could go first both turns.
