Hmmmm not a support. Panaka has to be a tank. He was a guard, his job was to throw his body in front of blaster bolts for Padme.
It should be, as soon as the decoy goes down he gains taunt for 1 turn
The Tank would be Sabe
Sabe is already in the game as the decoy, sure its not a character but as a summoned unit.
An actual tank character would be chief of security Captain Panaka
