They did that because they want to have options for making more cassian characters in the future. ST Han and ST Luke only wore stormtrooper armor for a couple of scenes, Leia wears Boushh armor for two scenes, and so on.
Plus, they could just take the current cassian character and swap out his gear. Much easier to do it.
