Character Idea: Chancellor Palpatine
TAGS: Dark Side, Galactic Republic, Sith, Attacker
Defensive Republic unit with hidden Offensive potential
Basic A: Political Manipulation
All allies recover 10% health (doubled for Republic allies) and all enemies lose 20% Turn Meter (doubled for Separatist enemies).
This ability can only be used while Palpatine has the buff "Hidden in Plain Sight".
Special 1A: Rally the Senate (CD 3)
All Republic allies gain 100% Turn Meter, Advantage and +50% Health Steal. Palpatine gains 25% Turn Meter.
This ability can only be used while Palpatine has the buff "Hidden in Plain Sight".
Special 2A: Command of the Chancellor
Target other ally gains 10% Turn Meter and is called to Assist. If that ally is Republic, also reduce their cooldowns by 2.
This ability can only be used while Palpatine has the buff "Hidden in Plain Sight".

Special 3: Order 66
Instantly defeat all Jedi units on the battlefield (both allied and enemy). This attack cannot be evaded.
Palpatine loses the buff "Hidden in Plain Sight" and gains +20% Health Steal for each defeated Jedi ally and +20% Offense for each defeated Jedi enemy. Then, he gains 100% Turn Meter.
This ability can only be used once per battle and has a cooldown of 0. However, Palpatine can only use it while having 0% Protection and has at least 3 debuffs.

Deal Physical Damage to target enemy 3 times and remove 20% Turn Meter. (damage output 3000-4000 per hit)
This ability can only be used after Palpatine loses the buff "Hidden in Plain Sight".
Special 1B: Lightning Burst (CD 5)
Deal Special Damage to target enemy and inflict every debuff Palpatine has on himself onto target enemy. Then, Palpatine recovers 30% Health and Dispels all debuffs on himself. This attack deals double damage while Palpatine has less than 50% Health. (damage output 10000)
This ability can only be used after Palpatine loses the buff "Hidden in Plain Sight".
Special 2B: Seize Power (CD 8)
Palpatine gains +50% Offense (stacking) for the rest of the battle for each enemy above 50% Health or ally below 50% Health and reduces his cooldowns by 2.
This ability can only be used after Palpatine loses the buff "Hidden in Plain Sight".

Unique 1: Hidden in Plain Sight
At the start of the battle, Palpatine gains the unique buff Hidden in Plain Sight until he uses the ability Order 66.
Hidden in Plain Sight: Palpatine has +50% Max Protection and is immune to massive damage effects and recovers 20% Protection at thestart (edit: end) of each turn. In addition, he has -5% Max Health and +10% Max Protection every time he suffers a debuff or a critical hit (stacking). This buff cannot be copied, dispelled or otherwise interacted with. While Palpatine has this buff, he does not trigger any bonus effects related to his Sith alignment.
Unique 2: Sith Sorcery
While Palpatine does not have Hidden in Plain Sight, he reduces his cooldowns by 1 whenever any enemy scores a Critical Hit and has +50% Armor Penetration. When Palpatine loses Hidden in Plain Sight, he loses all Max Protection and gains that much Max Health.
Leader: Supreme Chancellor of the Galactic Republic
While Palpatine has Hidden in Plain Sight, all Jedi Allies have +100% Offense and all Clone allies have +50 Speed. (ZETA) After Palpatine loses Hidden in Plain Sight, all Galactic Republic allies gain +10% Offense (stacking) whenever they score a Critical Hit.
Reasoning
Palpatine is a many-layered and very complex character whose kit cannot revolve only around either his Republic "public" alignment or his true Sith nature.
The Hidden in Plain Sight ability is meant to slow down and make Order 66 much harder to trigger, and punish for not using it fast enough (by making him increasingly squishy below the Max Protection).
