These two clauses conflict.

Also, to exclude Third Sister, instead of saying "If target enemy had 6 stacks of Purge and there is no allied Third Sister, all Inquisitorious allies gain a bonus turn and enemies have their cooldowns increased by 1, doubled if they were debuffed" try "If target enemy had 6 stacks of Purge and the ally in the leader slot is not a Tank, all Inquisitorious allies gain a bonus turn and enemies have their cooldowns increased by 1, doubled if they were debuffed."
