Eh. It's actually a result of us deploying a new client in the era of mobile. When we deploy a client, the initial data that the client uses has to be compatible with both the current client (3.1) and the client we're releasing (3.2). Once the client has successfully propagated to all the Apple/Android servers, then we'll do a forced upgrade to the 3.2 gamedata--which is NOT compatible with the previous client (3.1).
So if we didn't do it the way we do, some players would have access to a client and data that would be starkly different than other players. This creates all sorts of issues, so it's just easier to do the releases in multiple stages :smile:
