Clone Sergeant shards in fleet shipments

I don't understand why there are no shards for him in the fleet shipments. He's a pilot too. We got shards for almost all other pilot characters, even for Biggs, when he's extremaly easy to farm from ...

3-4 shards a day is optimistic,sometimes you get 1 and sometimes 0 a day. I started to farm Echo and Cody from 0 shards, my clone seargent was 3*. Now I have Cody 60 shards short from max and Echo 30 shards short from 6*. My seargent is 4* still...
