Clone Sergeant shards in fleet shipments

I don't understand why there are no shards for him in the fleet shipments. He's a pilot too. We got shards for almost all other pilot characters, even for Biggs, when he's extremaly easy to farm from ...

You're right, CC, Echo and GG don't have ships, so I don't understand what they are doing in there too.
