Clone Sergeant shards in fleet shipments

I don't understand why there are no shards for him in the fleet shipments. He's a pilot too. We got shards for almost all other pilot characters, even for Biggs, when he's extremaly easy to farm from ...

It's really funny I think that many people have problems getting him to 7*. He was my 2nd clone to 7* and I didn't even farm him that much. I guess I got most of his shards from Bronziums but I didn't really pay attention to it. I still need Echo and Cody to 7* and I have been farming them for a while now
