I actually agree with this.  

So do I, except in my experience once you achieve said Relic Delta  you easily win the relevant level of Coliseum. Unless you’re bad at the game. 

Actually, it is a Buff in case you lack the ability to comprehend what you read... it would make having over leveled characters compared to the boss do more. 

…which would, by proxy, nerf the boss. If you’re asking the battles to be easier, that’s a nerf. Whether it’s a good idea or not is a separate discussion, though.

Which what is does is composite players who put money into it still well being locked by the loaned unit level in a way. 

In my experience so far, what you're asking for is already in game.  I have not had the issues seen in the last two eras My experience has been pretty consistent this time compared to the other two eras.  5 Levels below the boss and I am hitting in the 30-60% overall score - 5 levels above the boss and I hit in the 70%-full clear category.  

It also depends on your team composition and knowledge of how to attack the boss and their trash cleanse mechanics as well as your teams cleanse mechanics.  I use Beskar Mando lead, Zeb, R5, Drogan, and Cara and have had no issues with this line up for cleansing the boss or buffing my team.  I consistently get Mando 8 stacks of whistling bird and get bonus calls to attack with Zeb, R5, and Cara.

Another team I saw used is Death Trooper lead, don't use his grenade unless cleansing, Beskar, R5, Zeb and Drogan.  Not as impressed with this team, but DT get bonus attacks on basic.  

There is absolutely a non-linear progression in Coliseum. 

I suggest you keep track of the damage you do and the damage you take and see how that varies with level. I think you'll find something like this is already built into the game.
