So please tell me if you actually have cody and have played him personally. The odds of him even getting a turn to start are very low, he often dies before he gets to move. Maybe not a 1 shot issue any more per se, but in the same boat. There are set ups which will allow him to get a turn, which are non competitive (like using RG). Yes I have tried many of them as well. He has a good kit which gives him and his team traction once they start rolling. All Im asking is that they have a mechanic to do so.
Poor speed, poor health, mechanic which requires a specific team to function, poor damage mitigation ability. This is a good formula for a bench warmer ( arena ), an expensive one at that.
