Community Manager-Free webstore shards question

Can anyone officially say why some Marquees have the free 5 shards and some don’t. It appears to be random but it would be nice to know definitively one way or the other. Maybe they can put that ques...

Agree.  For one the semi-recent marquees, i bought the 3 packs to get me to the next tier without checking the webstore first (my mistake) and there were the 5 free shards which would have saved me a pack.  It would just be nice to know ahead of time, are we getting the 5 free or not. What the OP suggested is a good idea to put it in either the kit reveal or the Q&A response.
