Conquest Characters in Legends Store

Will we ever get Conquest characters routinely added to the Legends Store? The monthly event has become pointless if I can only buy resources that are available elsewhere in the game.

Surely characters could be added after they've been in the game/Proving Grounds for a certain amount of time?
