Did you see my suggestion for an Omi that sets the base stats of new toons to r1 (in conquest only, obvs)? That addresses this question since there are always "must survive" and "must get kills" feats for specific, new toons that people haven't had a chance to farm up yet. It would get use each and every conquest, and in the best way possible.
What do you think about that?

I thought about that as part of the above suggestion, but decided against it. For one, then it allows you to not only field a short faction (4 toons instead of 5) but also the whole faction can be new and you could have them all at g1 but they would still be viable. I think that's too strong, even for an Omi.
On the other hand, if it just counts as any faction (for feats only, not for leadership bonuses) it allows you to short one faction so that you can use a toon elsewhere (or leave out a toon that's not geared up as high as your All-Faction toon. That's... useful. But it's not as useful as setting new toons to r1.
one thing I didn't suggest though:
HOW ABOUT AN OMI THAT GIVES YOU A FEAT-COUNTER? THAT WOULD BE WORTH AN OMI.
