Cookies help us deliver

This white box about cookies helping you deliver something is very annoying and doesn't go away. Closing it only applies to current page, when I open a new page it appears again. I even clicked the preferences hyper-link and changed my cookie preferences (took like 3 minutes to apply), but it is still there. It is not so bad on the PC but on smartphone it takes up 20% of the screen.
I'm using Google Chrome Version 62.0.3202.94 (Official Build) (64-bit)
