Create a DataCron free GAC shard

In fact I think we need 24 shards for all the various combinations people have asked for on these forums: With/without Datacrons, with/without ships, with/without 3v3, GP-based/SR-based/SR-with-GLs-counters matchmaking.

They should release one new shard every Tuesday until all 24 are done.
