Yes they are random but they aren't evenly distributed. This discussion happens every week when the credit heist comes up!
2.5 million (for the top tier) is by far the most common amount. There is a chance, completely random, tomget a different amount but it is a fairly small chance. I'm guessing a bit, but it seems that about 80% of the time the reward is 2.5M
