In my opinion , CLS is slightly above any character as he should be. Dark side is deeper in terms of meta teams available to make/use. Lightside has 6 or less options in my opinion.
The best teams are mixed lightside and darkside so why does it matter
Vader is underpowered , Palpatine only slightly
Jedis are way underpowered, on darkside only grievious is way underpowered in my view.
In other words, I think the balance is quite fine.
Ps snoke BB9E and hux are inevitable , as is Palpatine zeta so don't fret
