Needs more than that.
His basic should do 100% more damage to rebels/Jedi and make ability block unable to be resisted or dodged if target is a Jedi/rebel

I agree I do think he needs a unique as well. I was thinking something along these lines for a unique.

For each rebel/Jedi Vader gains +5% offense, for each rebel/Jedi slayed by Vader reduce skill cooldowns by 1.
