It never misses which is fine but it isn't teally enough. Critical hitting every time would make him not only viable but highly desirable. When it works right now it's great but very meh when it doesn't. Let's hope the devs read this and action!
I'm pretty sure "the hardest guy in the entire game to get" is General Grievous, who is currently far less viable than Vader. They hand out free Vader shards through achievements, you can easily unlock him and get 5* before hitting level 80. At least I did.
He's the hardest to get until you unlock the shard shop and realize theres even more you can farm for (grievous) or that you can actually farm Vader now. He's kinda the hardest to get until you notice that theres a little more out there than you thought at first. Surely he's the hardest for new players that can't see that there are other things out there. But yes, Hardest in the entire game to get is probably not true, although he is one of the characters you can't just buy directly from packs or data cards.
