Its shipments. Each time the shipments refresh you can buy 4 things at the bottom for small amounts of credits, or if you want to earn this achievement faster you can buy things for crystals, but no you don't need to pay to get this achievement, it'll just take some time. Either that or it is Arena shipments in which case you just need to buy shards with arena tokens that you get each day. Again, no need to pay.
