Datacron leveling materials

So, I'm not dying to engage in Datacrons as they have only made engaging in pvp much more annoying than before, with bonuses that are too unbalanced, but assuming they won't care about our opinion and they will keep them in game, here is my issue:

There's a huge flaw in the design of the level up materials for Datacrons and their farming places, where the lowest level material is by far the most required and at the same time the most scarce. And the only place to farm them is Conquest Sector 2, for only half of the month with a joke of a drop rate (most time you get something else). I only have a couple of teams on the factions for the Faction Bonus, so I'd really like to have more lvl 3 Datacrons than anything else, yet there's no proper way to get more of those lower leveling mats. We need either a way to ensure a better drop for lower level materials, or having the requirements lowered so you don't need as much of them.

Well don't expect to get 30 lvl 9 Datacrons. The currency in the shop is enough for 1 maybe 2 lvl 9 datacrons and a few lower ones.
If you don't spend crystals on them, just do what you can with what you get. In the long run they won't change your performance that much. I view them as more of a fun mechanic.

Oh sure I don't expect that, and that's not the point.

The point is that I would think higher level materials would be more scarce, but the farming design is flawed if the hardest one to come by is the lower tier and at the same time is the most required. I would think the higher level materials would be the harder to farm or would have lower drop rates, while the lower level mats would have higher drop as they are required for all the levels.

They already saw to that by adding the higher materials and better DCs only to hard mode.

How do you get better datacrons from hard mode?

It's in the road ahead announcement:

"Hard mode will have better Datacron rewards than Normal and the later Sectors will provide better rewards than earlier Sectors in both difficulties."

Since I don't play hard I can't say what makes them better. Maybe the stats that can be rolled are better for example, maybe they just meant the materials, difficult to say with their wording, could mean both.

Maybe someone from CG can clear this up.

I have serious doubts that the actual datacrons are different.

I think they meant better datacron material rewards—better drops, more per drop, etc. All datacrons are the same—level 0, no stats or anything. So I don’t see how you can get any better datacrons unless they made the ones that drop start at, like, level 2 or level 3. ??‍♂️

I think the plan with material drop rates is that sets after the initial batch will last 2 or 3 months, giving more time to farm them. If that’s the case and drop rates are calibrated to be over several Conquests it may be okay. Better to start with this drop rate than to start with something accelerated for these shorter-lived sets and lower it after. But, all that said, I still think drop rates are too low and that players are too reliant on the Datacron Store to level a meaningful number of them.
