DataCrons Rolling Nothing

Does anyone know what's going on with the datacrons rolling nothing, but then not allowing a preroll and not allowing the next level to be rolled/unlocked? ("Can only roll one level at a time" error.)

This is suddenly happening all the time, both in the first roll on a datacron but also on later rolls.
