DataCrons Rolling Nothing

Does anyone know what's going on with the datacrons rolling nothing, but then not allowing a preroll and not allowing the next level to be rolled/unlocked? ("Can only roll one level at a time" error....

every time I have had this happen it has been a visual error fixed by leaving and coming back again
