Datadisk Debuffs

Does anyone know who applies debuffs from Conquest Datadisks, the attacker (my team) or the does the toon being attacked apply the debuffs to themselves? I've come across a couple of BH teams with Cad Bane, who recovers health and protection when he applies debuffs, and I time out (with, for example, a CLS squad with VA, AA and Thermal Exhaust disks) cause he keeps regaining health/protection.

Any ideas would be great :)
