With the greatest of respect, your testimony is not reliable. I have not encountered any other person playing the game that claims they spotted a leader's resolve disk in the current conquest.
The most likely explanation here is that you didn't see one.
Normally, by now, somebody else would have also chimed in with a "spotting"...if nobody did, i am also doubting myself. I do recall making a choice...but no longer 100% sure. I think it was between LR and a second Vitality.
As to why i didnt use it...i am not a fan of leader resolve because i use several teams to make progress faster...and in some i dont really want my leader to be the target (Palpatine, Imp Troopers).
My disk set was 3xZealous and 2xVitality at least...no need for LR.
I play NORMAL and have no GL.
